ABSTRACT: The paper proposes a case related to the development of a HLA federation for performance evaluation in new vessels; the paper outlines the approach for a military vessels and the modeling implications related to HLA. In effect, a vessel represents a naval platform as a complex integration of systems and plants, that need to be properly designed and coordinated in order to be effective. So, HLA Simulation becomes the major enabling technology for new developments, being able to reproduce all the interactions among federates.
